George Wolff:

George Wolff has represented agriculture and conservation interests in Pennsylvania for more than 50 years.  He has had a hand in nutrient reduction and water resources legislation, as well as food safety and a multitude of other issues important to farmers and the agricultural industry.  Wolff Strategies has evolved from the organization he established in 1960. Wolff has long been an advocate for the state’s business community as well, having been involved in workers’ compensation, business tax reduction, funding initiatives for the road and bridge construction, food and product protection issues and liability reform efforts. He serves as the public member on the Chesapeake Bay Commission, is a member of the Pennsylvania Farm Bureau, and is a legislative committee member of the Pennsylvania State Grange.  He is a former member of the Board of Directors for Millers Mutual Insurance Co. and a past president of the Pennsylvania Association of Conservation Districts.   In December 2003, he was appointed by Governor Rendell to the Statewide Water Resources Committee and in 2005 to the Pennsylvania Energy Advisory Board.

John Barley:

Few people in Pennsylvania can match John Barley’s experience inside the Capitol, or his experience as a farmer and consultant on agricultural issues.   Barley, former chairman of the House Appropriations Committee, is a master farmer with deep roots in the state’s agricultural community.  He served in the Statehouse for 18 years and has since worked in the agricultural and small business community as a consultant.  He is a lifelong farmer, beginning with the founding of Star Rock Farm. Barley has served his community as a board member of the Lancaster Chamber of Commerce and as a member on the Advisory Board of Mellon Bank in the Agri-Loan division.  In addition, he has been recognized by the PennAg Industries Association for his outstanding lifetime of service to agriculture and agribusiness. He appears frequently on the Pennsylvania Cable Network, discussing politics and a vast array of public policy issues.  He also has been a monthly contributor to PA Farmer Magazine and to the Pennsylvania Grange’s monthly newsletter, “The Advocate.”

Noah Wenger:

Former state Senator Noah W. Wenger, whose 30 year legislative career culminated as chairman of the Senate Appropriations Committee, joins Wolff Strategies as Senior Consultant.  A longtime champion of Agriculture, environmental and rural initiatives, he brings solid relationships and keen insight into how things work in the General Assembly, as well as the executive branch.  
 
He was instrumental in nearly all of Pennsylvania’s important agriculture legislation in recent years, including the state’s farmland preservation program and its successful crop insurance program.  He served for 22 years on the Chesapeake Bay Commission and is a member of the Pennsylvania Farm Bureau and the Northern Lancaster County Sportsmen’s Association.  Wenger comes by his understanding of agricultural issues as the owner of a 107-acre Lancaster County livestock and poultry farm.

Dr. MeeCee Baker:

Dr. MeeCee Baker brings more than 25 years in agricultural education and research to Wolff Strategies as a senior consultant.  A leading advocate on rural and agriculture issues, she has been at the forefront of educating Pennsylvania citizens both in and about contemporary agricultural practices.  Dr. Baker’s experience in the public, private, and academic sectors brings a broad perspective of knowledge and contacts to the firm’s efforts on behalf of the food processing and agricultural industries.

For more than four years, Dr. Baker was a coordinator of agricultural education for the Pennsylvania Department of Agriculture, overseeing all education-related activities and initiatives for the department.  She is currently an adjunct professor in the North Carolina State University College of Agriculture and Life Sciences. Her scholarship has been featured in numerous publications, and she has presented her work at various research conferences. Dr. Baker has also co-authored two nationally utilized textbooks, Introduction to Veterinary Science and Animal Science Biology and Technology.  

She is currently a partner in Mid-State Maines, a Maine-Anjou cow-calf operation, and a partner in a small business that develops innovative veterinary medical devices. Dr. Baker is a member of the Pennsylvania Grange, Farm Bureau, Farmer’s Union and the Women in Ag Network, several education associations, and was the first woman  elected to serve as the president of the National Association of Agricultural Educators.
